Pleaded not guilty. Finance CS Henry Rotich and his PS Kamau Thugge realised due to insufficient evidence given by DCI and DPP offices over corruption allegations.

The duo was arrested yesterday by police following investigations that showed inflation of Arror and Kimwarer dam construction. 

"Under the guise of carrying out legitimate commercial transactions, colossal amounts were unjustifiably and illegally paid out through a well-choreographed scheme by government officers in collusion with private individuals and institutions,” DPP Mr Noordin Haji said. 

Mr Rotich and his deputy, Kamau Thugge, are charged along with 26 other senior officials of eight counts of corruption, fraud and abuse of office linked to the Arror and Kimwarer hydroelectric dam projects, overseen by the Italian construction company CMC di Ravenna. 

Lawyer Kioko Kilukumi and Kipchumba Murkomen asked Milimani Chief Magistrate Douglas Ogoti to be allowed to address the court on behalf of the defence advocates.

Their case was not concluded, only awaits more evidence from the Laws and enforcement offices. The two officials were released on free bailout.
