Kilifi county on the spot over coronavirus fund allocation fake tenders -EACC

Ethics and Anti-Corruption Commission (EACC) probes four Kilifi county officials over Coronavirus irregular tenders. The graft agency is investigating the irregular award of tenders to companies that some did the actual work while others had nothing tangible.

Two Chief officers and two county executives are alleged to have awarded tenders to companies that could not deliver and in the long run received huge kickbacks.

The agency is investigating Ksh 70 Million that was used to fight against Coronavirus. According to the a letter addressed to the county secretary Arnold Mkare Jefwa, the agency could not trace over Sh 30 Million speculated to have been used in hiring proboxes, procuring facemasks and sanitizers.

The Government through Kenya Pipeline distributed sanitizers to different counties including Kilifi. Sh 2 Million is alleged to have been used in data usage. The county used almost Sh 2 Million in executive Teleconferencing.

Its alleged that Sh 20 Million was used to procure washing containers and  soaps across the major town in Kilifi. Upgrading hospital beds and setting aside COVID-19 wards.


The Ethics and Anti-Corruption Commission has written to the county secretary requesting original documents of a tender was awarded to Pharmaken Limited as the first case.

The claimed tender is for the repair and maintenance of equipment in county hospitals as part of measures to address the virus pandemic.

The letter dated April 14 and signed by the Coast Upper North EACC regional boss Ignatius Wekesa is addressed to county secretary Arnold Jefwa.

The county is supposed to submit the procurement plan, requisition, approval of the procurement, budgetary allocation, pre-qualified list of medical suppliers, a detailed scope of work and the tender advertisement.

“Kindly avail the tender opening advertisement, opening register, opening minutes, evaluation minutes and letter of notification of awards,” part of letter reads.

“I am aware of the letter. I have alerted those concerned and they are to give the official position over the matter,” Jefwa said.

Kilifi county set aside Sh 75 Million in Coronavirus fight. The county has six quarantine centres to help in the fighting against the naval virus.
