Taxpayers to fund country Sh14 billion to conduct the BBI referendum, IEBC has said.


IEBC acting CEO Hussein Marjan on Wednesday said the Commission has already listed the requirements for the referendum and is ready for the exercise.


Marjan said that they have already created a budget for the polls.
 

It will cost the taxpayers over Sh14 billion to fund the exercise before the next general election.


They have created the budget in a view of the 19.6 million voters, a number that may have grown due to the constant voter listing exercise.


Marjan revealed the moves when he appeared before the Ugunja MP Opiyo Wandayi led National Assembly Public Accounts Committee.


In a statement to legislators, the agency wants the number of commissioners decreased to five, including the chairperson as opposed to the current seven.


Electoral Law Reform in Kenya. The IEBC Experience report said the move will reduce factionalism and sabotage.


They stated how  IEBC can be structured to reduce further divisions in the future.

The commissioners other than the chairperson should be an advocate of the High Court, an ICT expert and a human resources practitioner.


The IEBC is opposed to the BBI proposal to allow political parties to nominate commissioners, saying it would be a centre for chaos and demolition on the agency’s independence.

The interaction of Political parties is done by the legislators as the parliament vet and approve the commissioners. Parliament is a political wing.


IEBC also wants a provision for parties to replace deputy presidential candidates before and after nomination.


The IEBC seeks laws providing people joining the commission to abandon their dual citizenship before their nomination.


IEBC recommends that general elections created for national and county polls on different dates.


 To curb poll violence, IEBC wants the sale of alcohol halted 48-72 hours to the election date.


On the questionable vote results transmission, IEBC suggests that the law should grant that they shall be transmitted electronically by scanning Form 34A.
