Wafula Chebukati, a former chairman of the Independent Electoral and Boundaries Commission (IEBC), says that they were to be paid to rig the 2022 presidential election in Raila Odinga's favor or force a run-off.
On Tuesday, Chebukati testified before the tribunal presided over by Justice Aggrey Muchelule that three people entered the Bomas holding room at 3 a.m. on August 15, 2022, while he was sleeping, and told him they wanted to speak with him.
Chebukati said that some of the people who came were former Jubilee Secretary-General Raphael Tuju, former Busia Senator Amos Wako, and activist Kyalo Mbobu.
"My security team and other staff members told me that there are noblemen who want to see me."

Chebukati says that soon after the three people sat down, they introduced themselves and made it sound like they wanted to talk about the voting process that was already going on.
Before continuing his conversation with the three, he added that he had just called all of the IEBC commissioners into his office.
They stated that they came to talk about the tallying procedure, and he responded by telling them that if that was the case, he would have to invite all the commissioners to the meeting.
"It only took the commissioners a few minutes to join us from where they were located on the auditorium floor."
Amos Wako was the first to speak, according to Chebukati, who suggested that the commission be ready and able to relax some rules and "moderate" the outcomes.
The former head of the IEBC said that Tuju agreed with Wako and said that there should be a runoff if Chebukati did not agree to change the results.
At the end of his statement, Chebukati gave a hint that Tuju would offer a big reward if their demands were met.
"The first speaker was Amos Wako, who said that we should not operate in a vacuum and we should look at the bigger picture for the country, and when you reach this kind of situation, you can moderate results and achieve stability in the country," said Chebukati.
"Tuju stated that we must moderate these results in Baba's favor because any other declaration of the results would throw the nation into utter chaos. I understood Baba to be Raila Odinga," he added.
"He suggested that, as a fallback, we should make sure that a runoff occurs if it is impossible to control the outcomes." Tuju remarked that if we gave consideration to the proposal, we would get a prize. "We did not encourage him to expound on the reward."
The ex-IEBC chairman described how he then gave the commissioners a chance to express their opinions after commissioner Irene Masit, who is currently in custody, gave her approval to the plan.
Chebukati stated that he disagreed with Masit's viewpoint and insisted that they stick to what they swore to do when they took their office oath.
"Senators Wako and Tuju's comments were echoed by Commissioner Masit that we ought to limit the outcomes. I stated that it was important to uphold the oath of office and respect the will of the people."
