The recently announced Presidential Taskforce on Establishing a National Lottery has gotten right to work, declaring it would shortly begin a nationwide tour to raise awareness among the populace.
The national gambling control draft legislation, according to the task force, is prepared and scheduled to be published in the gazette the following week after it is discussed with pertinent parties.
According to Narendra Raval, head of the steering committee, the process would conclude in public involvement forums held in all 47 counties.
The law would give birth to the Gambling Regulatory Authority (GRA), which will licence all types of gambling along with the national lottery, which has been suggested to take over the Betting Control and Licencing Board (BCLB).
Technical committee chairman Linda Musumba said, "The law is complete, and we would be asking stakeholders to give us their opinions before we send it to the counties."
During a Wednesday morning panel discussion and breakfast discussion, she was responding to inquiries from the media.
Vice-chairman of the steering committee, Gideon Thuranira, supported the lottery's development by claiming that it is a means of funding, facilitating, and promoting charitable activities.
He said, "Good causes include things like sponsoring homes and facilities for kids and seniors, sports, the arts, health, and initiatives for income-generating activities, among others.
Moreover, it is suggested that the Lottery Board supervise the allocation and distribution of winnings from lotteries, casinos, and other gambling ventures.
According to a breakdown of how the income profits will be distributed, 50% will go to prizes and tax on prizes, 38% to the lottery fund, 10% to the operator's profit, retailers, marketing, and running expenses, and 1% each will go towards the operations of the gaming regulator and lottery board.
It has been suggested that from the 38% allotted to the lottery fund, up to 40% will be directed towards philanthropic purposes including poverty, healthcare, education, and vulnerable groups, 30% for economic empowerment, and 20% towards sports, the arts, culture, leisure, and national heritage.
Two percent goes to the emergency fund, while eight percent is allocated to signature transformation group initiatives.
The public may request that funds be granted for a project, or the board may decide to channel funds based on its motion.
According to the idea, counties would be in charge of regulating all gambling establishments and lotteries, while the regulator would be in charge of licencing betting operations, state lotteries, and the federal lottery.
