Elizabeth Ayoo, the Speaker of the Homa Bay County Assembly, has been impeached for suspected egregious misconduct, a gross violation of the constitution, and incompetence.


The speaker was impeached during a Tuesday afternoon session presided over by nominated MCA Kevin Onyango, in which 49 MCAs present unanimously voted to remove Ayoo from office.


The speaker was accused of creating embarrassment to the House by indulging in activities that are contrary to the law and on the conduct of a State officer, according to a motion submitted on the floor of the assembly by Kibiri Ward MCA Michael Odira.


The speaker is accused of attempting to modify the makeup of the Assembly Service Board without informing the MCAs.

Ms Ayoo violated sections 10,11, and 13 of the Leadership and Integrity Act 2012 by failing to carry out her duties with impartiality and objectivity, as required by Articles 10, 27, and 73 of the Constitution, according to the House. 


Mr Odira went on to warn the house that the speaker had committed gross misconduct by nullifying certain MCA and Assembly Service Board decisions.


Following the impeachment, deputy Speaker Elias Orondo assumed the role of acting speaker for the term until a new speaker is chosen.




MCA Kibiriri Ward According to Michael Odira, they discovered that the speaker allegedly gave authority to the government printer to publish names of members allegedly nominated to serve on the board effective March 17, 2022, an action that amounted to record falsification because the County Assembly did not approve the changes on the floor.
