Ruto Pardons his friend, ex-KEMRI Boss Davy Koech, from a 6-Year graft jail term

Davy Koech, a former director of the Kenya Medical Research Institute (KEMRI), is one of the 37 individuals to whom President Ruto issued a pardon in a gazette notice dated July 19, 2023.

In September 2021, Koech was convicted and held responsible on three charges of fraudulently acquiring public property and given a six-year jail term.

Additionally, he was charged with buying KEMRI’s property for Ksh. 800,000 in Nairobi on August 17, 2006.

The second and third accusations are that he acquired Ksh. 6 million and Ksh. 12.5 million from the research centre unlawfully on December 12, 2006.

He was also accused of using his authority to improperly transfer money from the Vector Biological and Control Research (VBCR) account to his own account, according to supplementary allegations.

He was charged with moving Ksh 19.3 million from the organisation’s bank accounts to his personal accounts while he was the managing director. The Kisumu Centre for Disease Control was the intended recipient of the funding.

Ruto also issued pardons for 2,944 minor criminals and 2,117 long-term convicts in the gazette notification.
