The county headquarters was the scene of a heated Wednesday morning. With their papers in hand, dozens of eager contractors waited nervously in the hallways for the final news on a major road construction deal valued at millions of dollars.
One woman’s name was noticeably absent as the names were read out. When it was revealed that the contract had already been given out behind closed doors, the gathering fell silent.
“The decision has been made” was the direct response she received when she enquired as to why her application had not been taken into consideration.
