Court issues warrant of arrest against Kilifi Chief Officer Winnie Luwali over child support

According to reports, Kilifi County Chief Finance Officer Winnie Luwali is hiding to avoid arrest after the Tononoka Children’s Court in Mombasa issued a warrant.

The court ordered Luwali’s arrest on May 22, 2024, for failing to implement a court directive to deduct one-third of an employee’s salary for child support.

Florence Shighi sued Mwangolo Chiro Chigulu, an employee of the Kilifi County government, for child neglect, and the court earlier ordered a deduction from his salary.

Chigulu is required to pay Ksh 38,000 from his salary for child upkeep, but Chief Officer Luwali allegedly did not enforce the court order.

It is alleged that the chief officer is seeing the man hence it was very difficult to enforce the move as directed by court.

“These are to command you to arrest the said Chief Finance Officer, County Government of Kilifi, unless he/she shall pay you the sum as noted in the margin, together with the executing officer’s expenses and fees.”

The OCS of Kilifi Police Station has issued an arrest warrant for Luwali due to his failure to comply with this order, and it is their responsibility to carry out the arrest.

Her absence has caused disruptions in county operations and stalled key services.

This situation has exposed Kilifi County’s financial affairs, particularly regarding the timely payment of dues to suppliers.

Reports suggest that Governor Gideon Mung’aro and a network of close associates are exploiting Luwali’s absence to avoid settling genuine supplier debts. 

Allegations of financial mismanagement and corruption are already plaguing Governor Mung’aro’s administration.
