Ex-CS Peter Munya under siege as DCI gets warrant of arrest over Sh68b corruption case

Former Agriculture Cabinet Secretary Peter Munya is the target of a probe led by a multi-agency team made comprised of detectives from the Directorate of Criminal Investigations (DCI), ordinary police officers, and members of the Ethics and Anti-Corruption Commission (EACC).

Due to his failure to make an appearance before an anti-corruption court to provide testimony in the Sh68 billion Arror and Kimwarer dams corruption case against former Treasury CS Henry Rotich.

After DCI operatives failed to bring Mr. Munya in court, Milimani Magistrate Eunice Nyutu slapped an arrest order for him. Douglas Chege, the investigative officer, is in charge.

“I command Munya to appear in court by 11:15 a.m. Magistrate Nyutu ruled that the man’s arrest warrant was still valid.

The Magistrate also rejected a justification from Mr. Munya’s attorney for the former CS’s absence from court on August 29, 2023.

According to a DCI investigator who talked with sources, detectives had already been sent to arrest the former CS.

“Some cops have already been sent to detain the former CS. The detective requested confidentiality since he was not licenced to speak to the media. The law enforcement personnel have been sent to his homes in Nairobi and Meru,” he added.

The allocation of Sh4 billion for the two dams was pushed upon Mr. Munya by a senior Cabinet official, who called him twice, the police were informed in March 2019, according to Mr. Munya.

He said that a Principal Secretary had also tried to get Mr. Munya to sign the papers, but the latter had refused.

In an account to the police, Mr. Munya said that he didn’t sign because he was new to the ministry and had witnessed a lot of pressure coming from those he thought had ulterior motives.
