Garissa Town MP Aden Duale table a bill in parliament seeking anybody sharing immoral material on the internet to get a Ksh. 20million fine or 25-year jail term or both.
The Bill intends to improve the cyber crimes act to ban the sharing of adult content.
“A person shall not knowingly publish adult content through a computer system, produce the content for its publication through a computer system, download, distribute, circulate, sell or make it available in any way from a telecommunications apparatus originated,” it states.
Equally, the bill seeks to prohibit the use of electronic mediums to promote terrorism, extreme religious or cult activities.
In changing the Cyber Crimes Act, the bill suggests that persons who publish or transmits electronic messages that are likely to cause other persons to join or participate in terrorist activities commits an offence and shall be liable on conviction to a fine not exceeding Ksh. 5million or face a 10-year jail term or both.
The bill also seeks to protect the nation from offensive websites. the Bill wants them blocked by authorising the National Computer and Cybercrime Coordination Committee to render such websites unavailable within the country.
