Compared to the state-of-the-art Oregon Statewide Financial Management System, which cost $10 million (Ksh 1.29 billion), this system integrates huge financial management across all state agencies at a significantly lower cost than the NG-CDF’s ERP system, considering the needs of supply, installation, implementation, testing, training, and maintenance.
The ERP would monitor the progress and budget of thousands of local projects, keep track of expenditures, ensure transparency, prevent misuse, and provide accurate, up-to-date reports on the use of funds and project outcomes.
It’s possible that someone artificially inflated the NG-CDF 854.7 million cost to make room for kickbacks or to siphon funds.
The ERP system could include unnecessary features or overly expensive components that do not add value but increase the overall costs and cost overruns.
