Taita Taveta County Assembly Clerk Gadiel Maganga

The High Court in Voi dismissed a case Taita Taveta County Assembly Clerk Gadiel Maganga had filed against EACC and ODPP, seeking to stop his arrest and prosecution over the fraudulent expenses incurred in the bonding trip by 21 MCAs to Zanzibar in 2022.


On April 25, 2024, Justice George Dulu declined to issue the orders sought while sitting in Voi, paving the way for prosecution. Later, the Intergrity official in Mombasa arrested him.


"We are currently escorting the arrested suspect to the EACC Mombasa Regional Offices for processing pending arraignment."


The clerk faces graft charges, as does the Deputy Speaker, Mwadime Chao, who has since pleaded not guilty.


The Commission's investigations revealed that the trip cost a total of Kes 17 million, of which Kes 9 million went directly to the organisers for logistics and Kes 8 million went to 30 officials, including 21 MCAs.


The County Assembly used forged documents to account for the fraudulent expenditure. The County Assembly overpaid the officials, and some of those who received allowances did not travel.
