EACC arrests senior IEBC official with fake academic papers

The Ethics and Anti-Corruption Commission (EACC) arrested Ms Caroline Sabiri Manyange, a senior official of the Independent Electoral and Boundaries Commission (IEBC).

On April 4, 2012, Ms. Caroline Sabiri Manyange faced accusations of forging her academic certificates and using them to gain employment at the electoral body.

EACC Spokesperson Eric Ngumbi confirmed the arrest of Ms. Caroline Sabiri Manyange, Manager for Boundaries Delimitation, at her Nairobi West home.

She was escorted to the EACC Integrity Centre Police Station, where she is currently held for processing to be arraigned before the Milimani Anti-Corruption Court today.

The University of Nairobi awarded Caroline Sabiri Manyange a Master of Arts (Population Studies) degree on 9th May 2004, but investigations revealed that she had forged the certificate.

Ms. Caroline Sabiri Manyange subsequently used the same to obtain a promotion at IEBC, thereby earning a cumulative salary and benefits amounting to over Kes37 million, which constitutes fraudulent acquisition of public property.

The Director of Public Prosecutions (DPP) agreed with the EACC’s recommendations to apprehend Ms. Caroline Sabiri Manyange and charge her with forgery, which violates Section 345 as well as Section 349 of the Penal Code, and uttering a false document, which violates Section 353 of the Penal Code.

Following the criminal prosecution, EACC will proceed to file civil proceedings in court to recover all of the salaries and benefits totaling more than Ks 37 million that the accused person earned using false academic credentials.
