Sakaja Ejects Geoffrey Mosiria from Environment Department

Nairobi Governor Johnson Sakaja has promptly reassigned Chief Officer Geoffrey Mosiria from the environment portfolio as part of a recent Cabinet reshuffle within the county government.

The governor issued a notice on Tuesday, November 18, announcing that Mosiria will now lead the Citizen Engagement and Customer Service department.


Hibrahim Otieno, who previously managed the Medical Facilities Docket, will now lead the environment sector.

Sakaja stated that the recent reshuffles, which affected 10 county chief officers, followed Section 45(5) of the County Government Act 2012.


Godfrey Akumali has been reassigned from the Business and Hustler Opportunities to the Housing and Urban Renewal department.

Tony Michale Kimani, previously at the helm of the Social Services sector, has now taken on the leadership of both the Social Services and Estate Management sectors.


Lydia Mathia, formerly the County Chief Officer for Housing and Urban Renewal, will now take on responsibilities in the Business and Hustler Opportunities docket. Meanwhile, Sande Oyolo, who previously led the Digital Economy and Startups, has been reassigned to oversee Medical Facilities.

Wilson Gakuya will now lead the Digital Economy and Start-Ups, having previously overseen the Smart Nairobi sector. Meanwhile, Mache Waikenda has transitioned from the Mobility Sector to oversee both Mobility and AG ICT Infrastructure.

Clement Rapudo, formerly the head of the city’s Culture, Arts, and Tourism Sector, has been reassigned to the Smart Nairobi sector.

Finally, Zipporah Mwangi transitions to the City Culture, Arts and Tourism portfolio from her previous role in Citizen Engagement and Customer Service.


A county chief officer serves as a senior official within a county government, tasked with overseeing the administration and management of a designated county department.

Their responsibilities encompass overseeing the daily operations of a department, guaranteeing departmental performance, and assigning public officers accordingly.

The officers are responsible to the County Executive Committee Member (CECM) for their respective department and are instrumental in executing county policies and ensuring effective service delivery.
