In order to assist in the implementation of the ambitious Bottom Up Agenda, the Office of the President is looking to recruit a group of senior consultants on an “as and when necessary basis.”
The State House Comptroller said in an executive order that the consultants would be required to introduce transformational ideas in order to strengthen the agenda, which has not materialized since its beginning in 2022.
The agenda’s primary objective is to enhance the lives of Kenyans who are living below the economic health threshold.
The consulting services will be required in a variety of fields, including macroeconomics, microeconomics, household and welfare economics, agricultural economics (value chains, agricultural finance), and natural resource economics (energy, environment, and climate financing).
These are just a few areas where the consultants’ assistance will be required.
Other areas of expertise include industrial economics, law, and policy specialists in the fields of investment climate, ease of doing business, regulation, consumer protection, competition policy, property rights, climate action, biotechnology, creative industries, and the digital economy.
All eligible individual consultants have received an invitation to submit an application; each consultant may only submit a single application under their own name and for their own area of specialization.
The statehouse expects the consultants to provide a properly filled-out cover letter, pre-qualification papers, and proof of completed and executed tasks within the last ten (10) years.
Additionally, they must show that they have the necessary credentials and relevant experience.
Additionally, candidates must possess a minimum qualification of a Master of Arts or Master of Science degree in Economics, Law (LLB), or similar subjects (a doctoral degree will be an additional bonus), a minimum of ten years of experience with a track record in research, policy analysis, and policy advising responsibilities, and a minimum of three publications.

Statehouse won’t consider forms that don’t follow the approved format and don’t contain all necessary information.
Applications are to be placed in a single envelope that is labelled with the Expression of Interest number SH/EOI/001/2024-2025 and the assignment title.
Please deliver these envelopes to the State House administration building, Gate D, the Tender Box located at Gate D, or the conference room in the administration block.
On or before Tuesday, November 26, 2024, at eleven o’clock in the morning, the statehouse needs all submissions.
